90 740 GLE will not start after much work in cold weather is now worst. HELP!!! 700 1990

Very good advise folks. I normally would be doing it myself but it is very cold out and I have no where to take to work on it in a warm environment. Now to answer a few of the questions.

Battery was fully charged and works fine.
Haven't checked the fuses.
Don't know the TSB (Can someone cut and paste it to me.)
I think it might be the starter or the silinoid. Just my thought.
Cleaned out the throttle body

This is on top of the prior stated work done.

Any more ideas. This brick is costing me mad money. I've already spent over $2000 in repairs. HELP!!!!
