I gather from your post that the starter is not turninbg. If this is so, then fuses, throttle bodies or fuel pumps are of no consequence. The starter circuit is pretty basic, you turn the key switch, power is applied to the solenoid, it's contacts apply power to the starter.
So, does the solenoid click?, check power to it and it's ground.
Then check that the battery cables are OK to it and the engine block.
I'd bet on the corroded cables one end or the other, as stated, check the ground cable too. By the way a simple voltmeter check on both ends will not show up a high resistance corroded joint, so it may be best to remove the cables and clean both ends.
After that it should be easy to check the solenoid and starter for voltage.
You can even try running a cable (jumper cable) directly to the starter terminal (that is not where the battery connects, it's the big terminal next to it with the cable running into the starter). The starter should turn.
I guess another possibility is with an automatic, isn't there a switch in the tranny lever to keep from starting in gear?
