Turbo Boost Problem? 700 1989

I removed and checked it already. Looks OK. There were traces of oil present. I removed and inspected all of the turbo hoses. Even the silicone one was in OK shape. She's running now. Just the idle fluctuating still remains.

I'm looking at a turbo rebuild kit. I've been quoted $153. Sounds resonable. Maybe if I can get the oil out of the picture, this problem will stay away.

If it weren't so dang cold here, I'd be able to do some more work/investigation!
