960 out of gas at 14 gallons 900

My 94 965 runs out of gas when the car shows that i still have a quarter of a tank left. I have never been able to fill the car with more than 14 gallons. The car runs fine as long as i don't forget to fill up early. The fuel filter was changed 15000 miles ago. Its not something terribly important i guess, just kind of annoying. I never really go more than 250 miles before i'm out of fuel. I do 90% city driving. Any idea or sugestions what might be wrong?
