Alternator belt screeching 200 1985

For over 2 years now I the alternator belt on my 1985 240 DL manual trany screeches. It usually occurs when starting out in first gear, lasts a few seconds, then eventually goes away. It seems to happen more when the lights are on. The battery (Interstate) was replaced with the last 2 years and a mechanic checked the belt tension and condition and claims it isn't the alternator. Is there anything I can do to pin point the problem?
