What's this electrical gremlin? 200

Greetings, Bricksters from Cleveland, home of the -20 wind chill: THE WEATHER- pretty much as it is all over the northeast/midwest...pretty darned tootin' cold. THE SYMPTOMS- The old Swede starts right up and is ready to roll almost immediately, except for the fact that for the first few minutes/miles the wipers, and the heater blower, move obviously slowly, as if not enough power is getting to them. Then, all of a sudden, all systems come up to speed with an obvious increase. They never decrease after that, even stopped at a light or otherwise at idle. THE QUESTIONS- Since it appears to me that the alternator, after a while sufficiently recharges the battery to bring the thing to full power, why the lag time? Alternator on the way out? Voltage regulator failing? Some other relay not doing what it's supposed to? It's a bit disconcerting since it brings back memories of a failed alternator in my MG that caused the whole car to go out at 3am in the middle of a night rallye when the battery just couldn't supply any juice. THE KICKER- By the bye, when I turn the key to start the car, the indicator lights on the dash (oil,charge,temp, etc) only come on about 20% of the time....does this matter? Thanks.
