Should A/C work when its really cold out? 900 1993

I have a silly little questions here. I have manual climate control on my '93 940. Just for kicks the other day I tried to turn my AC on just to see if everything was working. It was probaly around 10-20°F outside. The compressor wouldnt turn on. I let it sit for a few minutes. The clutch will spin freely, it doensnt even appear that it makes an attempt to turn on. Is there a temp probe or some smarts that doesnt allow the AC to turn on if the incoming air is really really cold. I just had a few hoses replaced and the system recharged at the end of last summer. I check regularly for leaks too.
