Car Is Surging 700 1986

My cars is a 86 740 Turbo. Just the other day I started it up after getting gas, and it starting sputtering and surging like it was running out of gas. It was pushing out a lot of black smoke and just sputtering. When I get it to go it's surging back and forth like it's trying to cut off and at times it does stop while I'm rolling, it will start back up and sometimes it does it right off, so I turn it off and restart it. I can't seem to figure what it is.
It kind of did the same thing before and I had the distrubitor worked on, and then replaced. I'm not sure if it's the same thing again or what. Any ideas and where I might start to look to solve this problem?
