Lower brace mounting / Radius rod mounts 700 1988

Under the car yesterday I noticed the passenger side radius rod mount only had one of the "ears" or flanges that a lower brace bolts to. The inner flange, nearest the exhaust downpipe was missing. Unusual? I plan to install upper and lower braces this spring but it looks like I might have to replace the radius rod mount first. Nothing like the mysteries of a 15-year-old-car.

The exhaust has also been replaced from the cat back and the first muffler eliminated. I just have the rear muffler and S tailpipe.
