Fuel pump noise? 700 1988

I checked the FAQ and searched "Noisy fuel pump" which was helpful. What I suspect I'm hearing is the main fuel pump. A constant LOUD whirring / groaning that doesn't change with engine rpm. It's noticeable after driving about 20 minutes or so and can be heard better outside the car. I'm going to test current draw this weekend and try to isolate the noise.

This may be related but accellerating in 2nd or 3rd the car surges gently. At first I thought it was just drivetrain or that I wasn't shifting smoothly but now it's clear there's a surge. No black smoke, missing, stalling etc.

Any ideas?
