water pump testing for overheating turbo 200

My 82 242 overheats really badly now (as if It doesn't have enough probelms, I was just feeling good about making headway on the fluctuating idle). White smoke comes out the back, but it did that last week with no overheating and stopped.
With this I get no Heat! The thermostat is opening as I can feel the upper radiator hose get warm. but the bottom hose is cold, yet the water in the overflow tank is, well overflowing and real hot! The Turbo is watercooled, is it the cause ofthe white smoke (water in exhaust) and overheating?
Or could the water pump be not pumping (the pulley turns).
Anyone know about turbo Water seals?
