'RAM JET' air filter system? 200 1989

When I was changing my air filter last week, I noticed that the tube in which outside air gets into the air box is pointed upward and away from incoming air. Somehow I thought the opening would be facing the grille so that air will be "sucked" and rammed into the air filter box. Does air passively come into the air box or does the design of the upward-pointing tube create a vacuum in which air gets sucked into the air box? The way Volvo has the opening pointed away from the grille and thus from incoming air (as the car is in motion) has made me think about modifying this part of the air box. Has anyone tried putting the opening toward the grille so that air gets rammed in as the car is moving? I know there must be a reason why the Volvo engineers designed the air box system the way they did. But if one can improve on it, then I see no harm. Will there be any advantage to an "active" air induction setup? Don't worry about bugs and small debris getting into the air box. If I were to do it, I'd put a fine mesh screen to filter out any large particles.
