must beat a skyline 700 1987

gday fellow brickers
i have a problem. at the end of the year i will have my 87 740 turbo on the road. iv made a promise that ill will drag him in his 3.0L 6 cylinder skyline which has a chip in it. i know that he would more than likely bet me but i would give him a run for his money. all i waont to know is what can i do to get more horses out of my quick brick. i will probarly only have about $600 australian dollars so what would be the cheapest way to go quicker, would putting a chip in it help more than getting a boost controller and run it at say bout 10 psi or is there any other tricks which i dont know

p.s. i would adjust the wastegate but i cant find the bugger so if anyone tells me what it looks like or if it even came with one?
