740 heater/AC not turning off 700 1988

Hey everyone-

I'm the guardian of a 1988 740T sedan for an indefinite period of time, and one of the many issues it's having has to do with the heating/AC. Whenever the car is on, mild air seems to be coming from the currently selected vents, even though the fan switch is turned to "0". It seems to put out the same amount of air at "1" as it does "0", and it seems quite odd to me that the system isn't turning off at all despite being switched off. Any ideas what could be causing this?
