won't start..interesting development 200

Well, I posted the other day about my '79 245 not starting despite cranking well. Today I had it towed from the shop that was looking at it to the Volvo specialist in my area.

And lo, what should I see as it is being hoisted onto the flatbed but a wire hanging loose from the front of the car all the way back toward the gas tank, with a black thing that looked like a horn attached to it at about the midway point. It was hanging almost to the ground. (When I broke down it was dark, so if this was there I could not see it).

Any idea what this could possibly be? I wonder if somehow the wire got caught on something I ran over and pulled loose. Or could it be some diagnostic gear these idiots left on it?

Neither shop was open, so I will await the answer. I was reluctant to pay the $150 to tow it to the specialist. And my reward is that I am now out for two tows, plus have been without my beloved Brick for several days.
