need help with rear defogger. 740 wagon 700 1991

Today I decided to see why my rear defogger immediately blows fuses whenever I try and turn it on. I pulled the trim panel off of the rear door and disconnected the wires going to the window. Turned on the defogger and the fuse didnt blow. So it's not the wiring in the car it seems. I ohm tested the window, and I'm getting 1.3 ohms across. That sounds like would be the cause of the problem, it's practically a short circuit. What could cause that?
