Dilemma in leakproofing big 240 plastic headlights.

Got a nice pair from eBay, they were advertised as leaking so I was ready. Prized off the LH lens easily, has black spots on the mirror. Opened the RH one, mirror is perfect.

Decided that a good reseal job would require removal of the old sealant. IS THAT TRUE? The old stuff is in there like it's welded. Is there a solvent? A miniature jackhammer, some other special tool to remove that stuff?

OR, is it OK to just put new sealant in with the old stuff still there?

Also, what about the black spots on the mirror. Is there any way to clear them up? There are like 20 to 30, size of a pinhead. They seem to be holes in the silvering.
