squealing alternator belt 700

My 1988 740 turbo has developed a terrible squealing sound that I assume is belt related. I tried to tighten the alternator belt but I can't seem to get it tight enough (roughly 1" of slack). There is no tensioner, so I just loosened the belt under the alternator and then used a pry bar to move the alternator. I can make the alternator looser so there is plenty of slack, but I can't make it any tighter than about 1" slack. What am I doing wrong?

I also tried to remove the a/c belt (I assume this is the one at the bottom, directly below the alternator) but couldn't budge the thing. My haynes manual says to unscrew the pulley, but when I do it just freewheels.

Any advice would be greatly appreciated. Thanks.
