245 turbo gas mileage 200

I have a 1984 245 intercooled turbo with 177,000 miles. Engine performance seems O.K. but the gas mileage might be a little dissapointing. Right now, I'm getting about 19 on the highway and 16 around town. I'm not sure but I would think that if the engine were well tuned, it should average about 5mpg gallon more. Spark plugs, timing, compression and other basics are OK but there are a bunch more diagnostics (especially electrical system) I could perform if I thought it might help.

Does it sound fair to expect better mileage for an engine this old?
