Expensive part search for the poor 200 1983

I'm trying to find the best solution to the catalytic converter replacement for my 83Turbo. I have a price from a cheap parts store of ~=$90. for the converter itself, but then all kinds of welding need to be done.
My other alternative is to get the whole assembly and spend $3-600. Any suggestions from anyone who's faced this dilemma before?
One unrelated question as well....I have an electrical problem with the accessory fuse (#8, 8amp) for the lights, locks, and antenna. I know that I need to check the door lock relays. What do I need to remove from the dash to get to them? One thing I heard suggests I can reach them through the glovebox, but something else indicated removal of the center console. Who was right?
Thanks again for all the help. Once I have these repairs (other than trim/lights/simple cheap stuff) underway I'll post the solutions to the things people have helped with.
