Water pump pulley etching a groove into timing belt cover 200

I noticed today as I was installing a new water pump that the back side of the water pump pulley was etching a groove and rubbing into the top timing belt cover. I actually noticed the groove in the top timing belt cover when I was taking it off but didn't realize what caused it.

The pulley etched about a 1.5 mm deep arc groove in the cover and actually penetrated through in about a 25 mm long area. I called the shop that last did the water pump and timing belt and they claim it happens often enough that they stock the top covers ($31). I don't mind replacing it if it won't happen again but it looks to me like history will repeat itself.

I tried to understand why it is digging in and figure the plastic has warped over time or something like that. Can it do any damage with the opening to the timing belt area or will the rubbing hurt anything? Is it OK to leave as is.
