Throttling rough and sluggish when 7 degF 900

My '93 940 runs starts and runs rough when the outside temp is around 7 degF and below. It continues to run rough at low load and will stall at stops even after it has warmed up. Once I can get the engine loaded it will excel fine. Cruising along at 40-50 mph on a flat or slightly down slope, the engine bobbles.

At the same time, I noticed that my crackcase pressure was very positive (oil was seeping out from under the filler cap). Finding info/advice here, I went ahead and replaced all the crankcase ventilation system components. They were in need of replacement with 170K mile on the girl. I figured the situations were related. However, the 5 degF temp this AM proved me wrong...the problem was back! Ugh! What should I check next.
