Gas Mileage Dropping and Smell of Raw Gas from Exhaust 700 1991

The subject about sums it up. I am getting around 17 city. Used to be 19. Don't do much of what one would consider highway driving. Maybe 6-7 miles home from work is highway depending on the route I take home (can take all city roads if desired). Once a month I'll run about 40 to 60 mile round trip at 65 to 75 MPH just to cleanse out the system.

I have been reading posts about 20 in town, and 23 highway. Any suggestions as to where to start to solve the subject problem, then get the mileage up.

Oh yeah....It's a 1991 744 B230F w/ automatic w/ locking torque converter.
