Cigarette Lighter - Broke all sorts of stuff. 700 1989

Good day. My car is a 1989 760, Ericsson stamp on the fuse panel, fuse panel at the end of the dash. My girlfriend got me a portable air pump for my Volvo. I plugged it into the cigarette lighter, and ran it for 4 seconds... then the Cigarette Lighter voltage dropped and stayed dropped. I checked every fuse.

Unfortunately, it also disabled the power on to the climate control, and the heated seats. If I short the cigarette lighter tip to the yellow/black wire of the radio harness (Ignition signal line), then everything works fine as far as I can tell. When I do this, I can hear clicking from the seats. However, the radio works as expected with the key in any position.

Obviously there is an open circuit somewhere, but *WHERE*.
