700 cold weather gage failure 700 1987

Hi all I have 2 cars with the same trouble. When the temp outside is cold(20f and colder) the guages and panel/guage lights don`twork. The turnsignal indicators glow as well as the high beam indicator. As the car warms up (automatic climate control starts the fan) the guages will all of a sudden come back to life.The tempurature guage may be the root of the problem when the guages work the temp guage does not when all else doen`t the temp guage works. when it gets to about 11 o clock the other guages come on and it falls to zero. With the temp sender on the engine shorted to ground still no temp guage. During the day if i turn the head lights off the guages work when cold. The last observation is that the volt meter in the dash reads below 10v and as the car warms up it slowly rises to 14-15v, when the head lights are off and the guages would normally be on shut down if the lights were on. Any suggestions would be appreciated as the odometer also does not work and I lose 20-40miles towards my high milage club badges:).
