Turbo or Sensor problem? 700 1990

I'm having a problem with my 4 cyl turbo wagon. When it is cold, the car will start and idle fine. It will run up to about 25-30 miles per hour, but when you accelerate - it will chug, backfire, sputter etc. it seems like the turbo is not kicking in or it's not getting gas.. When it warms up some and you shut it off, it will start fine and then run fine and you can put your foot into it and it doesn't miss a bit. I've had it to the shop several times, but they could never get it to act up while they had it. It doesn't do it every day, however, it seems that on colder days if I don't let it warm up for a good period of time it will act up. I'll pull over let it run for awhile, shut the key off, restart it and it will then run fine...............Any suggestions?
