Vacuum guage varries at partial throttle 700 1988

I have been noticing as of late that my vacuum guage will twitch when driving at a constant speed (most noticeable at normal highway speeds). You can actually feel the small surges in the car too. It almost feels as though the turbo is starting to spool up and then stops again.

Has anyone noticed this before?

This past weekend I cleaned the IAC (CIS) motor and my idle is much smoother but the vacuum guage twitching is still there. Also, my idle speed is all over the map (750, 900, 1000, 1500) without any rhyme or reason. This weekend I will do the throttle body - hopefully I can get a constant idle when this is done but I am not sure if this will affect the twitching vacuum as I am driving with the throttle plate open (about 1/5 throttle?).
