Starter Problem 700 1989

I'm having the same problem as B.C. This morning was cold and I can't get a peep out of the starter. Charger shows low amperage, as if the battery is already charged up. Headlights work fine, but the solenoid doesn't make any noise at all. How can the headlights work and the solenoid fail to respond completely? This is a '87 240, BTW.
