Power Steering gone 700 1987

Last week when it rained my power steering went away. Thought it was a wet belt and was waiting for loud squealing noise as it dried but it never came. I checked to belt later and it is still turning. I have plenty of fluid and no leaks in the system. Where is the pressure by-pass and or control valve, pump or rack, could this be problem? When I turn sharply I do get a chirping noise from under the hood and pulses in wheel but very light. Would like to avoid replacing expensive parts (pump or rack)needlessly but also am tired of driving a piece of exercising equipment to work everyday.
