760 hesitation the first few times it's started whether hot or cold. 02 sensor? 700 1988

ok, last night i took an O2 sensor reading while the car was running perfectly, with it hooked up to the computer it cycled between three values, .6, .3, .15
after i unhooked the O2 sensor, and took a direct reading from the O2 sensor, it read some negative voltage, -.015 i think. i measured it a couple days ago when the car hadn't quite warmed up yet and it was .1-.2 volts. so is my O2 sensor just completely gone or am i mistaken? i've never messed with multiple wire O2 sensors, so i'm not sure, but i can't imagine it being much different. what are those other wires for anyway? so i think it's either the O2 sensor or the ignition switch....any comments, suggestions?
