Brakes pulling 700 1989

I would like to know if this is a common problem on 760 series wagons/cars. When I press the brake pedal 'fairly' quickly I detect that the front right wheel is getting the braking power just slightly before the right front. I believe this is what is causing my rotors to go out of 'true' so that they chutter. Only 3 - 5,000 km ago I installed new rotors/ pads/ etc. and I am starting to feel the chuttering again. Anyone had this problem before? Would it be something to do with the pressure regulating valve in the brake line? Thanks for your thoughts!
