82 B21FT Idle/driveablility issues 200 1982

Hi all..my "new" 82 242 (stock B21FT) has the following issues:

1. Sometimes when cold, idle wil surge from 600 to 1100 RPM upon startup. Once warmed up, runs fine.

2. When restarting after car has been off hor about an hour, when i initially try to accelerate, engine feels like it is bogging down as i press on the accelerator. Lasts only a few seconds..if i come off the gas and then accelerate again it is fine.

Car has new engine wiring harness, vacuum hoses. Car has 80k on the clock and was rarely driven previously to be purchasing it.....8k miles in the last 7 yrs. Currenlty running some Techron thru this tank.
