wiper and headlights have a mind of their own 700

Found an interesting problem on my wife's 88 GLE wagon. This car is a recent purchase. The headlights when in high cause the wipers to come on and not shut off. I fiddled with the wiper stalk with no results for over 30 min. When I turn the lights to low or off the wipers act normal. The high beam light doesn't work on the drivers side. I replaced the sealed beam, and checked for voltage. The high beam connector only shows 1-2 volts. At the junction with the low beam connector it showed 12 or more volts. I suspect the connection at the junction maybe the problem with the light, but would it cause the problem with the wipers? Could it be a grounding problem or is the wiper stalk unit worn out? How hard is it to replace?
