Codes for 1990 740 gle 16v 700

Car starting running a little rough at idle, check engine light came on. Smells like it's running pretty rich. Car starts and runs at speed fine.

Pulled the codes got:
123- coolant temp sensor- think it was temp. problem:
had hard start during cold weather one day, it starts fine now.

232- Fuel trim (too lean?), could be fuel pressure, or sensor?

221- Fuel trim (lambda control) too lean at part load, could be amm orlow fuel pressure.

My question is after I change the fuel filter, which has over 50k on it.

What steps should I take? I would think in order they would be:

check for air/vacumn leaks. (no obvious ones)
check fuel pressure regulator
check oxy sensor
check coolant temp sensor
Possibly have injectors cleaned and checked.

Can anybody suggest the proper order or additional steps to take in getting to the bottom of this.
