Failed CA smog test due to 'failure to successfully complete all OBD tests' S90-V90 1997

I'm quite sure you are correct!

When I had a hose to the "Pulsed Secondary Air Valve" fail the MIL light came on. After I fixed the hose and reset the ECU, the response to my PC with OBD-II adapter & SW was that several tests were incomplete. This was because the car had not been driven enough times, miles, etc. to complete all the tests.

If he waits until the car has been used several days, all the tests should complete, and then it will pass.

Apparently, Volvo's approach goes beyond the minimum and now the government weenys don't know how to deal with it.
