Failed CA smog test due to 'failure to successfully complete all OBD tests' S90-V90 1997

Possibly the only good thing about failing a Test Only Smog Test is that you automatically qualify for the Consumer Assistance Program (CAP) in California. Assuming that all smog equipment is present, the state will pay up to $500 in repairs after your initial $100 investment. This includes diagnostics, parts and labor and susequent smog tests (for the current registration). Expires 120 days after DMV registration renewal deadline. Most Test Only smog shops should have this publication but you can also contact the Dept. of Consumer Affairs @1-800-952-5210.
