TCB bypass headache! 200 1992

after researching on this site and doing some tinkering around i determined i needed to have my TCB replaced/bypassed. so i took it into my local indy volvo shop to have the work done. they did the procedure and also told me that its new "normal" level was about 3/4 of the way up. when i questioned why not 1/2 way, they then told me there was a resistor in there from a PO. so i asked why not remove the resistor, and he then said this caused it to go right into the red. so my question is, if this resistor is removed, and there is nothing else altered, shouldn't it show about 1/2 way up at 180F (verified with infrared thermometer)?

i feel like i spent $100 and have no more peace of mind, as a normal,legitimate temp increase is going to put me into the red. any thoughts on what is going on? is it worth just replacing the TCB to return this part of the system to an initial state? are these mechanics giving me the run around?
