My volvo is getting testy (Electrical dilemma, need help) 200

It seems like every time I fix one problem, another one crops up. Today, after having driven the best it had in two months, she wouldn't start. I just drove her this morning and at lunch. I cranked her over, all the dash lights came on like normal, and she spun just like normal, only, no start. After some investigation I discovered that the fuel pump relay is not closing. I held the circuit closed with a zip tie to see if it was just the relay. Upon closing it I heard the fuel pump come on. So, no power to relay. After closing the circuit (getting fuel) she still wouldn't start, I'm assuming no spark or the computer/ignition/fuel is not getting energized somehow, what could this be, do they all share a common circuit somewhere?

I checked all the fuse termijals they all have great continuity through the fuses (fuses in kick panel that is.) Is there a fuse under the hood that I'm missing? I'm going to pour over my Haynes tonight and see what is up. Maybe it just got wet and angry. I have no idea what is going on now. I think my wiring harnesses are just getting worse and worse.
