fuel pressure 900 1996

Greetings again...960 still will not crank... I think there should be continous pressure at the fuel rail with the ignition switch on...However, when I depress the valve at the end of the fuel rail there is only a slight squirt, then nothing...Do I have a fuel pump gone bad or what? Checked fuse for fuel pump, it is good... I cannot hear the pump running, should I be able to hear it? I have never noticed it before....Thanks all.
wifes third volvo, '96 960...(she totaled the other two, 240's)
