OD gear on auto trans will not engage 200 1984

The OD relay will not engage on my 1984 244DL. The dash light stays on all the time now. I took the relay out recently and cleaned the terminals. It didn't help. I didn't see any wiring problems. Do I need to check the OD solenoid? Also the warning light for the headlights comes on even though all the lights work. Any one have ideas on stuff. thanks, Mel.
