fluttering speedometer (what a pain) HELP PLEASE 700

Folks , I am back with more questions. My speedo ( not the swimming trunks)is jumping up and down , never shows aright speed and at times does not work at all.
I have had it to the dealer and he says thatit was a lazy speedometer in the dash , I replaced with a new one to try ( from the wreckers) and same thing) had the sending unit replaced a while ago and it seemed fine for a while now its not working again. Is there a way of testing the speedometer, I have had it apart cleaned it all and still nothing.
