Power Steering Adjustment Question 200 1981

My power steering is out of balance: much harder to turn right than left. According to the Volvo manual, the adjustment turns one way or the other depending on which side of the system has the higher pressure reading. I don't have any tool to measure the system's pressure. Can I assume that the side that is harder to steer toward has lower pressure, and thus, less assist, which is why it feels harder to turn the wheel that direction??
