IS IT MY STEERING RACK , PUMP, OR BELT THAT CAUSES MY WHEEL TO BE HARD TO TURN? 700

Hello folks!

Please help! My darn steering wheel is super stiff, whereas i can hardly turn it. Might it just be my belt? Or maybe my power steering pump? The rack seems to be ok (no leaks or anything)? Could my ball joints be seized, even though i am still able to turn the wheel with a struggle? How about my steering wheel shaft? (1989 Volvo 740).
