STUPID WET CARPETS!! advice/causes needed. . . 200 1987

my project for the day was to pull up some of the driver's side carpeting, open up that white plastic plug near the door, and vacuum it out. the fix any rust in that area. I pulled the mat out, and found the carpet to be soaked. This is not what i need right now!!

What would cause this? i know there are many causes, but i'd like to hear them all so i can make sure I check EVERYTHING!

What courses of action are there to take? i plan on taking out the driver's seat and pulling up some carpet to investigate further. what should i look for?
