fuel pump conundrum 700 1985

A chinook is blowing through which means a balmy 7C!!! Time to diagnose some problems. I posted about a sputtering problem when I floor it at low rpm as well as starting problems. I have a 1985 744GLE NA, 311,000 kms. Anyway I suspect fuel delivery issues so I am out in the yard checking the pumps. Here is the weirdness ( to me ). When the car is running I can here the main pump as well as the in-tank pump. However when the ignition is turned on ( w/o starting engine ) I can't hear either pump but the relay is still clicking on, suggesting to me that it works but how come the pumps don't come on? I will go out and check other things now and hope for a reply with a solution cuz I don't get it.
