A/C belt replacement 900 1993

Hi everyone. I'm trying to repace the A/C belt on my mom's 93' 940 (Non Turbo). The old belt had snapped, and the new belt has a loose fit. When I try to turn the tensioner, the compressor does not move like it is supposed to. Instead, the center screw merely bends ( and then breaks, necessitating a 2 hour car trip to a Volvo dealer to get a new one.) Is there something I missed? I did loosen the nut on the tensioner, so I know this isn't the problem. I repaced the alternator belt also, and it did not give me this problem. Any help is greatly appriciated.
