b200e overcooling? 700 1988

I am having problems with the heater in my 740 (b200e) have replaced thermostat and changed a leaking radiator,flushed system and there is still very little heat and car is always cold inside even though the temp guage is showing normal temp and reaches temp very quickly. but I am aware the previous owner must have had this problem for sometime as the thermostat was not opening at all when I purchased the car any advice would be very helpfull as I am tired of being cold every winter!!!
