HVAC Blower Fan not running faster than speed '4' 900 1995

The HVAC blower fan on my '95 964 will only operate on speeds 1-4. When speed '5' is selected, the fan continues to run @ speed '4'. I have checked the VDC at the blower motor, and the voltages for speeds 1-4 are ~4.5, ~6.5, ~8.5, and ~10 respectivly and of course no change from speed 4 to 5. At this point, I do not know if the problem is in the ECC Control Module or in the Cabin Fan Control Module. Does anyone know how to test the speed selector switch for proper operation? At this point I suspect the Cabin Fan variable resistor is at fault.
