Air/Heating Vents only direct to defrost vents 700 1990

Hi,
My 1990 740 GLE wagon has recently started being able to direct air flow only to the defrost vent. Possibly a small amount coming out ot the floor vent. No matter where you have the air vent direction lever positioned? Definetly nothing out ot the dash vents when the lever is in that position. The lever does not feel broke and seems engaged when I switch it from one position to the next. I was hoping the fix was simply a manual one of a broken cable of some kind or shutter but I referred to a manual and below is what I discovered.

My understanding from the Haynes manual I have is that this flow is controlled by flaps or shutters which are in turn controlled by vacuum motors. Based on what I've described does this seem to be the problem. I can't seem to locate in this manual how to do this procedure. Any thoughts on how it is done and as an alternative how much it would cost to have done in a shop.
