Just replaced the fool pump on my son's 240. Along the way, our ex-mechanic neighbor said that, when the bushings wear on these pumps, the rotor will get cocked sideways in the pump motor and refuse to turn. The test for outside-mounted pumps is to whang it with a hammer -- a little hard with in-tank pumps. If you're confident that the relay and wiring are sound, I'd bite the bullet and replace the pump.
